They can flee, but can’t cut off from their homeland – refugees from Eritrea like Samuel (27) have to pay a 2 % income tax if they want to engage the services of the Eritrean authorities. No paying, no documents. Samuel needs his Bachelor degree, but he doesn’t want to support an autocratic system. The Eritrean consulate, however, calls the tax a “symbolic burden” – a perspective human rights organizations won’t share.
